Abstract
En su muy difundido libro, Political Order in Changing Societies, Samuel Huntington se interrogaba acerca de las condiciones que permiten conciliar la movilización social y la estabilidad política. La respuesta a la cual llegaba el afamado politólogo era muy sencilla: la solución reside en la "... existencia de instituciones políticas capaces de dar contenido a los intereses públicos ...". La estabilidad de cualquier sistema de gobierno depende de la relación que existe entre el nivel de participación política y el grado de institucionalización de dicho sistema.
