Abstract

Como se recordará, el 7 de agosto de 1987 los cinco presidentes centroamericanos firmaron en Guatemala un acuerdo de paz que tiene el significativo nombre de “Procedimiento para establecer la paz firme y duradera en Centroamérica”. Para los centroamericanos fue un momento de grata sorpresa. Aunque no es el único ni el último documento, es el más importante porque señaló el inicio de un proceso de pacificación en el área. Un viejo anhelo se hizo realidad. Pero también fue sorpresivo porqué no se esperaba un acuerdo que expresara profundidad y sinceridad de parte de los presidentes signatarios en tan corto plazo, Este fue un paso optimista, no cabe duda, pero la realidad es diferente.
