Abstract
En Amérique latine on observe, en matière de décentralisation, depuis le début des années quatre-vingt, un glissement de la sphère économique à la sphère politico-administrative. A la phase de décentralisation industrielle et de déconcentration urbaine a succédé une volonté de décentralisation administrative et politique. Des réformes sont apparues dans un certain nombre de pays, au Brésil, dans un contexte “d'ouverture démocratique”, au Mexique au début des années quatrevingt, comme prolongement de la réforme politique de 1977.In all cases, authors will retain the moral rights established by law and they will yield the right of first publication of their article to the journal.
